On the basis of the 2016 Human Development Report (http://hdr.undp.org/en/2016-report), the following countries are ‘very highly developed’: Andorra, Argentina, Australia, Austria, Bahrain, Belgium, Brunei Darussalam, Canada, Chile, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong (China), Hungary, Iceland, Ireland, Israel, Italy, Japan, Kuwait, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Montenegro, Netherlands, New Zealand, Norway, Poland, Portugal, Qatar, Romania, Russian Federation, Saudi Arabia, Singapore, Slovakia, Slovenia, Korea (Republic of), Spain, Sweden, Switzerland, United Arab Emirates, United Kingdom, United States. In addition, people working and/or living in certain rich and highly developed microstates or autonomous territories that do not figure separately in the 2016 Human Development Report (including Faroe Islands, Gibraltar, Isle of Man, Jersey, Macau (China), Monaco, San Marino, and Vatican City) are requested to pay the full or discounted rate.
